Do not let the words ‘electronic persons’ fool you

So the EU votes on introducing a new category in the law: “electronic persons”. Do not be fooled by this term; it is just another technical category in the law that paves the way for new legislation. However, it seems to me that it is crucial to distinguish electronic persons from other machines. But, I cannot find anything on this. What minimum requirements must a machine meet to count as an electronic person according to EU law? For instance, must it have a body? Can its input-output behaviour be entirely deterministic? Are the answers to such questions answered only later?
